In accordance with the provisions of Article 9, Section 2.J.3 of the USPS/NRLCA National Agreement, effective July 6, 2019 (payment period 15-2019), the Equipment Maintenance Allowance (EMA) will be increased to 74.5 per mile or at least $29.80 per day, whichever is greater. CRAs will be employees of collective bargaining units with limited contractual benefits. Sections 15 and 16 apply, but CRAs do not have access to health services, earned leave, or tendering rights for non-caregivers. NRLCA contract ratification meeting Sunday, July 14, 2019, from 4 p.m. to 6 p.m.m Roses Shingle Creek 9939 Universal Blvd Orlando, Fl 32819 According to the May 2019 IPC-W statement, the equipment maintenance allowance for rural carriers will therefore be increased from 4.5 to 74.5 per mile. The postal service and the union representing rural postmen have reached a provisional contractual agreement. The full text of the contract can be downloaded here (file .pdf). "Overall, this contract results in a continued restriction of rural carriers` labour costs and gives the parties the opportunity to focus on the ongoing core task of establishing and implementing new technical labour standards for rural freight forwarder employees," said Doug Tulino, Vice President of Labour Relations. "The legislation significantly reduces service," said APWU President Mark Dimondstein. "It ends Saturday mail delivery and encourages the outsourcing of retail services, even outside of retail stores.
It does not protect service standards and does not meaningfully address the cause of the financial crisis manufactured by the postal service," he said. This was the thirteenth opportunity for an EMA adjustment under the terms of the 2015-2018 USPS/NRLCA NATIONAL Agreement. The next quarterly adjustment follows the release of the Consumer Price Index for Urban Office and Wage Earners (CPI-W) in August 2019 and will come into effect in the second full pay period following the release of the Index. April 2016 Contract negotiations, NRLCA, postal service, rural carriers Members of the National Rural Letter Carriers` Association (NRLCA) have ratified a new three-year employment contract with the postal service. The contract covers approximately 119,000 workers represented by the union. Highlights of the agreement include annual general wage increases, a reduction in the employer`s share of health insurance premiums, and the continuation of changes to the workforce structure through a collective bargaining process in 2010.
In addition, the postal service will create a category of employees, deputy rural carrier, to manage weekend and holiday parcel deliveries. "Overall, this contract results in a continued restriction of rural carriers` labour costs and gives the parties the opportunity to focus on the ongoing core task of establishing and implementing new technical labour standards for rural freight forwarder employees," said Doug Tulino, Vice President of Labour Relations. The new agreement, announced in February, runs until May 20, 2018.Source: USPS USPS, rural carriers reach tentative agreement February 11, 2016 Contract negotiations, NRLCA, post office, rural carriers The postal service and the union representing rural letter carriers have reached a preliminary contract agreement. The full text of the contract can be downloaded here (file .pdf). Here are some of the highlights: Salary increases The provisional contract provides for the general salary increases for each year of the agreement: 1.2% in 2015 (after ratification, retroactive to 14. November 2015, 1.3% in 2016 and 1.3% in 2017). The above increases do not reflect the COA`s additional adjustments for regular, TFP and RCA/RCR employees who were on the reels prior to August 11, 2012. The cost-of-living adjustments (COLA) and the COLA determination method remain the same. The "core index" date for calculating future COA adjustments has been updated from July 2011 to July 2014. July 2014 is the date of COLA`s last adjustment under the 2010-2015 agreement. For RCA/RCR employees who were on wheels prior to August 11, 2012, an amount equal to the COLA paid to rural airlines on a full-time basis on an hourly basis under the 2015 agreement will be included in RCA/RCR`s hourly rates during the first full pay period in August 2018. Deputy rural carriers In light of the expansion of the parcel delivery service for Sundays and public holidays, the parties agreed to introduce a new classification of non-professional alternate employees: Assistant Rural Carrier (ARC).
CRAs are only allowed to perform duties on Saturdays, Sundays, and statutory holidays and are paid by the hour at the same rate as CAs hired on or after August 11, 2012. CRAs will be employees of collective bargaining units with limited contractual benefits. Sections 15 and 16 apply, but CRAs do not have access to health services, earned leave, or tendering rights for non-caregivers. Sections 9.2.M.1 (actual hours, first five pay periods) and section 9.2.M.3 (actual hours if the route is not operated within the last 12 months) do not apply to CRAs. CRAs are not required to take a hiring exam, but all other hiring requirements apply. Your probationary period is 90 working days or one year. They must apply for the desired RCA positions and cannot be automatically converted to an RCA position. CRAs may need to provide a vehicle for delivery and receive the EMA accordingly. CRA is entitled to parcel delivery on Sundays and holidays prior to CAR. They can also capture and transport routes on Saturdays only when all available CARs have been assigned and before working on a regular rural airline on the day of aid. The CRA is not designated as the primary replacement for vacations on scheduled routes and is not included in the criteria for implementing or calculating the formula.
Number of posts According to the 2010-2015 agreement, the parties will make a twelve-day mail count from 12 March 2016. No number of emails are planned for 2017. In 2018, the parties will be represented from 24. Perform an opt-out email count in February, unless another route assessment method is implemented or the parties agree (at national level) not to perform the counting. .
